Set budgets; make policy decisions for the Job Training Partnership Act, the STEP programs, the
summer youth program, and the school to work program as well as any other functions described in
Sections 701 and 103 of Public Law 97-300 and Section 112 of Public Law 98-524 as amended.

Composition:
1. Secretary or designee of the Department of Labor;
2. Secretary or designee of the Department of Education and Cultural Affairs;
3. Secretary or designee of the Department of Human Services;
4. Commission or designee of the Governor's Office of Economic Development;
5. Executive Director or designee of the State Board of Regents;
6. Majority of the members shall be representatives of the private sector;
7. Representatives of organized labor and community-based organizations
shall constitute not less than 15 percent (3 members)
