Activities:
Advise and assist in the planning, development and implementation activities necessary to operate an interagency statewide system for services to special needs infants and toddlers and their families.

Composition:
At least 15 members but not more than 25 members as follows: 1. At least 20 percent of the members must be parents, including minority parents, of infants or toddlers with disabilities or children with disabilities aged 12 or younger, with knowledge of or experience with programs for infants and toddlers with disabilities. One must be a parent of an infant or toddler aged 6 or younger with a disability; 2. At least 20 percent of the members must be public or private providers of early intervention services; 3. At least one member must be from the South Dakota State Legislature; 4. At least one member must be involved in personnel preparation; 5. One representative from each of the following departments: Department of Education; Department of Human Services; Department of Social Services, and the Department of Health. The department representatives shall have sufficient authority to engage in policy planning and implementation on behalf of that agency; 6. At least one member must be from the state educational agency responsible for preschool services to children with disabilities and have sufficient authority to engage in policy planning and implementation on behalf of that agency; 7. One member from the agency responsible for the state governance of health insurance; 8. One member from a Head Start agency or program in the state; 9. One member from a state agency responsible for child care; 10. One member from the Department of Education responsible for homeless children and families; 11. One member from the Department of Social Services responsible for state foster care; 12. One member from the Department of Human Services responsible for children’s mental health; and 13. Other members selected by the governor may include a representative from the Bureau of Indian Affairs, Indian Health Service, or tribe or tribal government.
Term of Appointment:
Three Years. Beginning January 1 and expiring December 31
