Activities:
Manage investment of the financial assets of the State of South Dakota, including the South Dakota Retirement System, South Dakota Cash Flow Fund, School & Public Lands Fund, Dakota Cement Trust Fund, Education Enhancement Trust Fund, and Healthcare Trust Fund. Establish investment options for the 457 deferred compensation savings plan. Establish and oversee the Higher Education Savings Plan.

Composition:
The Investment Council consists of eight voting members. Five members are appointed by the Executive Board of the Legislative Research Council. No more than four appointed members may be of the same political party. Three members serve ex officio: the State Treasurer, the Commissioner of School and Public Lands, and the Executive Director of the South Dakota Retirement System. Per SDCL 4-5-14, the members of the Investment Council shall be qualified by training and experience in the field of investment or finance.

One term of five years.
